The Shadow Supplier: The Silfanus family's grip on Police, AGO & BIN Procurement

Between 2014 and 2024, a web of companies linked to PT TJ Silfanus captured hundreds of contracts from the Indonesian National Police (POLRI), totaling billions of rupiah. While Indonesia’s Electronic Procurement System (LPSE) was designed to increase transparency, efficiency, and competition in public procurement, these contracts reveal persistent loopholes that favor connected families, and rigged tenders. The Indonesian Corruption Watch (ICW) concluded that the police lack clear priorities and direction in carrying out their duties according to the Police Law. POLRI can be seen as failing to implement internal reforms to become more transparent, accountable, and incorruptible. The data for this report is sourced from OpenTender as well as LPSE Polri, analyzing tenders from 2014 until 2023. PT TJ Silfanus (PT TJS) is the parent company of several subsidiaries. These subsidiaries follow a similar ownership pattern, with PT TJS holding 85–97% of each. Most are domiciled at Gandaria 8...

Indonesia's Attorney General's Office's Online Propaganda Procurement trail

After reviewing public procurement records from LPSE, it seems that the Indonesia’s Attorney General’s Office (AGO) may be developing a large-scale online narrative-management and propaganda system through irregular procurement practices and opaque technology imports. Questionable Non-Tender Contracts Worth Rp 800 Billion In early 2025, the AGO issued four procurement announcements (of which one apparently was cancelled), each valued at approximately Rp 200 billion , for what were classified as non-tender projects. Under Indonesian procurement regulations, direct appointments are generally prohibited for contracts of this magnitude, except under narrowly defined emergency or security exemptions. Source: LPSE All four contracts were awarded to a single company: PT Maya Teknologi Indira . Corporate registry records show that PT Maya Teknologi Indira is registered at Mayapada Tower 1, Jl. Jend. Sudirman Kav. 28, Lantai 07–06D, South Jakarta , and is owned by Dedy Gunawan and Erick . ...

The Jakarta-Budapest Pipeline: Inside Arsjad Rasjid's Alleged Surveillance Procurement Network

A web of offshore companies — linked directly to the family and business associates of Arsjad Rasjid , CEO of Indika Energy — has emerged as a dominant supplier of sensitive surveillance and IT equipment to the Indonesian National Police. Trade data and corporate filings reveal a coordinated network of entities in Hungary, Hong Kong, and Singapore acting as high-value intermediaries. These firms, often owned by Rasjid’s sons or Indika-linked employees, appear to funnel hundreds of millions of dollars in “infiltration” and “tactical” hardware to a specific cluster of Indonesian importers connected to PT Asuransi Cakrawala Proteksi. United Collaborative Group KFT (Hungary) As detailed in our previous article , this Hungarian firm rapidly became a top exporter to Indonesia, shipping over USD 400 million in IT products between 2023 and mid-2025. It is owned by Adryan Mangkuningrat , the son of Arsjad Rasjid. UCG appears to be a pure middleman. Goods are not shipped from Hungary but dispa...

A Hungarian Firm Exported Over $400 million in IT Products to the Indonesian Police

Recent trade data reveal that United Collaborative Group KFT (UCG) , a Hungarian firm founded in 2022, has rapidly emerged as a dominant exporter of high-value IT products to Indonesia. The company is owned by Adryan Mangkuningrat (born 1996), an Indonesian national and the son of Arsjad Rasjid , CEO of Indika Energy and former Chairman of KADIN Indonesia. Source: https://app.growthmagazin.hu/p/adryan-mangkuningrat-why-i-chose Between 2023 and the first half of 2025, UCG exported IT products worth over USD 400 million to Indonesia. The scale and speed of these transactions — paired with the sensitive nature of the hardware and software — raise significant questions regarding procurement transparency and political-business linkages. The official site of United Collaborative Group ucg.hu , describes its mission as providing customized information and communication technology (ICT) and smart cybersecurity solutions to both public and private sector clients, especially in the Sou...

RS Group: A Little-Known Consultancy Emerges as a Major Garlic Importer

The earliest entity linked to RS Group’s garlic imports appears to be CV Ocean Semarang , which imported garlic exclusively in 2020 . The company is registered in Jl. Pedurungan Tengah 6 No 13, Pedurungan Tengah, Pedurungan District, Semarang City, an area characterized primarily by residential housing rather than large-scale commercial activity. Another relatively new and unexpected entrant into Indonesia’s garlic import market — alongside figures such as Timothy Savitri, Basuki Hariman and Martin Zefanya is RS Group , a small and largely unknown import and legal consultancy based in Semarang. https://www.google.com/maps/contrib/109835630329540181071/reviews All of the current following RS Groups’ company addresses are located in Tlogosari Kulon, Pedurungan, Semarang City. They are usually residential addresses, some of them are used twice. Jl. Bledak Kantil IV №19 (2x) Jl. Perum Syuhada Permai Kav.6 No.5 Jl. Syuhada Barat II №26 Jl. Syuhada Permai Kav 6 No. 5 Jl. The Elusive Garlic Importer: Mapping the Business Empire of Martin Zefanya

Another significant player in Indonesia’s garlic import market besides Timothy Savitri  and Basuki Hariman is Martin Zefanya , a figure who remains largely opaque. Little public information is available about him, and no photograph could be found online. Martin Zefanya was born in Jakarta in 1968 and is currently based in Semarang. Corporate records show that he is affiliated to at least 18 companies involved in garlic imports , although his precise operational role within these firms — and any political connections he may have — remain unclear. In September 2022, Indonesia’s Corruption Eradication Commission (KPK) summoned Martin Zefanya as a witness in its investigation into a mining permit corruption case involving former Tanah Bumbu Regent Mardani H. Maming . Public records do not specify the reason for his summons, nor clarify his role or connection to the case. According to a company prospectus , he sold PT Singamas Rajaniaga (a sugar distribution company) to Andreas Utom...

Meet Timothy Savitri: The Man Behind a Garlic Import Network

In 2025, the garlic import market appears, at first glance, highly fragmented. Trade data lists 88 Garlic importers in 2025. No single company dominates. The biggest importer accounts for only about 3% of total declared import value that these 88 companies brought into Indonesia. Even the top ten firms together make up just about 21%. By that measure, the market seems competitive: many players, but no clear dominant firm. However, if one traces people across these companies, the same individuals recur on the corporate paperwork across multiple importing entities. In fact, so much so that only a few repeat-player clusters emerge. If one adds up imports at the cluster level, concentration snaps into view. Hence this article will show one cluster controlled by a partner of Haji Isam. Timothy Savitri (often referred to as Mothy ) is an Indonesian entrepreneur involved in real estate, garlic import and coal mining. He was born 29 January 1981 in Martapura, just next to Banjarbaru, in S...
