After reviewing public procurement records from LPSE, it seems that the Indonesia’s Attorney General’s Office (AGO) may be developing a large-scale online narrative-management and propaganda system through irregular procurement practices and opaque technology imports.
Questionable Non-Tender Contracts Worth Rp 800 Billion
In early 2025, the AGO issued four procurement announcements (of which one apparently was cancelled), each valued at approximately Rp 200 billion, for what were classified as non-tender projects. Under Indonesian procurement regulations, direct appointments are generally prohibited for contracts of this magnitude, except under narrowly defined emergency or security exemptions.
All four contracts were awarded to a single company: PT Maya Teknologi Indira.
Corporate registry records show that PT Maya Teknologi Indira is registered at Mayapada Tower 1, Jl. Jend. Sudirman Kav. 28, Lantai 07–06D, South Jakarta, and is owned by Dedy Gunawan and Erick. No competing bids were recorded, and no public justification explaining the use of direct appointment for high-value contracts has been disclosed.
Imports of Specialized Display Equipment Raise Further Questions
Several months after securing the contracts, PT Maya Teknologi Indira imported 120 shipments under HS Code 85285910, classified as:
“Monitors other than cathode-ray tube; other than of a kind solely or principally used in an automatic data processing system.”
According to UN trade classifications, this category covers specialized display equipment often used in control rooms, surveillance environments, or large-scale monitoring systems.
Trade data shows that:
- The sole exporter was IT Conduit Pte. Limited, and according to trade records is located at 13 Bedok South Road #02–603, Singapore 460013.
- Despite the Singaporean exporter, shipment records indicate the goods originated from Hong Kong.
- The total declared value of these imports reached USD 41.14 million, equivalent to approximately Rp 670 billion at mid-2025 exchange rates.
The scale, timing, and technical nature of these imports closely align with the procurement timeline of the AGO’s non-tender projects.
According to company filings, IT Conduit Pte. Ltd. was just recently incorporated (09 April 2024), and is registered at 2 VENTURE DRIVE, #24–01, VISION EXCHANGE, SINGAPORE 608526. Its sole shareholder is FOUZIA BEHAM D/O K.V. GULAM RASOOL.
Tender Documents Explicitly Reference Propaganda Operations
Attachments associated with the AGO procurement provide insight into the intended use of the system. One document, titled:
“Pembangunan Naratif Sistem Berbasis Bot Wilayah Kejaksaan Tinggi Yogyakarta”
(Development of a Bot-Based Narrative System for the Yogyakarta High Prosecutor’s Office)
explicitly frames propaganda as a core intelligence function.
The document states that:
- Social media has become a critical arena for shaping public opinion.
- The rise of buzzers — coordinated online actors amplifying narratives — is described as a direct consequence of widespread internet adoption.
- Propaganda is defined as an integral part of intelligence operations conducted by the AGO through the Deputy Attorney General for Intelligence (JAM Intel).
The system described is not limited to passive monitoring. Instead, it outlines an active, automated influence infrastructure, including:
- Profile Creation Engine
- Narrative Assignment System
- Narrative Management and Monitoring
- Narrative Incubation Automation
- Official Social Media Automation
- Social Media Narrative Monitoring
- Automated Content Creation
- Intelligence Alerts and Reporting
- Encoded Communication Analysis
- Communication Oversight Monitoring
- Intelligent Local Navigation
Taken together, these modules describe a comprehensive platform for coordinated narrative creation, amplification, and surveillance across digital platforms.

URAIAN SINGKAT PEKERJAAN PEMBANGUNAN NARATIF SISTEM BERBASIS BOT WILAYAH KEJAKSAAN TINGGI YOGYAKARTA
Digitalisasi telah merubah proses dan cara hidup dalam masyarakat secara luas, baik dari hal sederhana hingga kompleks. Adaptasi terhadap perkembangan teknologi diperlukan untuk meningkatkan kualitas hidup dalam menghadapi berbagai tantangan global. Kemajuan teknologi komunikasi Indonesia telah menjadikan media sosial sebagai salah satu media yang memegang peranan penting dalam menyampaikan pemikiran dan gagasan. Dari Survei nasional Asosiasi Penyelenggara Jasa Internet Indonesia (APJII) pengguna internet di Indonesia pada tahun 2024 mencapai 79.5% atau 221.563.479 jiwa dari total populasi 278.696.200 jiwa dampak signifikan dari pengguna internet dan kemajuan teknologi komunikasi adalah terbentuknya Buzzer.
Propaganda merupakan salah satu fungsi dari intelijen yang berperan penting dalam siklus intelijen. Salah satu Intelijen Negara adalah Kejaksaan Republik Indonesia, fungsi intelijen dilaksanakan oleh Jaksa Agung Muda Bidang Intelijen. Jaksa Agung Muda Bidang Intelijen merupakan sebagai salah satu pelaksana intelijen negara dalam bidang penegakan hukum, Berbagai masalah secara internal dan eksternal masih menjadi tantangan bagi Operasi Intelijen penegakan hukum dalam upaya penyelidikan yang menyangkut tindak pidana. Efektifitas operasi intelijen penegakan hukum dalam melakukan pengumpulan bahan keterangan (Pulbaket) dipengaruhi oleh beberapa faktor. Salah satu faktor yang mempengaruhi pengumpulan bahan keterangan adalah ketersediaan dukungan teknologi komunikasi terkini. Bentuk dukungan teknologi telekomunikasi adalah kemudahan dalam melakukan operasi intelijen propaganda.
