The Shadow Supplier: The Silfanus family's grip on Police, AGO & BIN Procurement

Between 2014 and 2024, a web of companies linked to PT TJ Silfanus captured hundreds of contracts from the Indonesian National Police (POLRI), totaling billions of rupiah. While Indonesia’s Electronic Procurement System (LPSE) was designed to increase transparency, efficiency, and competition in public procurement, these contracts reveal persistent loopholes that favor connected families, and rigged tenders.

The Indonesian Corruption Watch (ICW) concluded that the police lack clear priorities and direction in carrying out their duties according to the Police Law. POLRI can be seen as failing to implement internal reforms to become more transparent, accountable, and incorruptible.

The data for this report is sourced from OpenTender as well as LPSE Polri, analyzing tenders from 2014 until 2023.

PT TJ Silfanus (PT TJS) is the parent company of several subsidiaries. These subsidiaries follow a similar ownership pattern, with PT TJS holding 85–97% of each. Most are domiciled at Gandaria 8 Lt. 26 Unit A, Jl. Sultan Iskandar Muda, a skyscraper owned by PT Pakuwon Jati, although LPSE records sometimes list different addresses that are likely inaccurate.

The subsidiaries include PT Alpha Cipta Raya, PT Delta Elang Abadi, PT Silfarona Perdana, PT Sumberniaga Kharismanusa, PT Titan Jaya Solusi, and PT Trutama Star. They have all been awarded contracts predominantly by the police, with a small number coming from the Attorney General’s Office.Tommy Jacobus Silfanus owns 99% of PT TJS, with 1% held by David Silfanus, although other reports suggest he owns 55%, with the remainder owned by his children and wife. Born on January 22, 1957, in Tahuna, Tommy resides in West Jakarta. He has no social media presence, and no public photo of him is available.

His father, Jacobus Triputera Silfanus (1923–2023), passed away at the age of 100. A YouTube video of the funeral shows the family, presumably Tommy in the middle, his wife Tan Loo Mei on the left, and Nixon Silfanus on the right in the first row. Tan Loo Mei is a native of Johor, presumably Malaysian-Chinese. Tommy and Tan have three or four children: Angela, Natasha, and Jonathan. Their children attended high schools in Jakarta and studied mostly abroad, particularly in London.

Jonathan Silfanus completed a master’s in accounting at the London School of Economics and Political Science, interned at Credit Suisse, spent three years at his father’s TJS Technology, and now works at Grandrich Pte Ltd in Singapore. Grandrich is a leading telecommunication equipment distributor and system integrator in Southeast Asia, serving government and public service clients.

The best year in terms of revenue for these six companies was 2017, with an accumulated contract value of 4.75 trillion IDR.

Subsidiaries and Key Details

PT Alpha Cipta Raya is managed by Ichwan Sumarsono, Suriyani, and William Silfanus, without a website, registered by notary Heriani Rahayu Adimurti in Taman Kedoya Baru. PT Delta Elang Abadi is managed by Sekho and Elsye Clarasari, registered at Gandaria 8 Lt. 26 Unit C. PT Silfarona Perdana is directed by Zacharia Wali Darmawan and Michael Purwadi Limarga, registered at Kedoya Baru. PT Sumberniaga Kharismanusa is led by Jeffri and Rubbi Pragus Dian, registered at Komplek Duta Mas Fatmawati. PT Titan Jaya Solusi, with a single-page website, is directed by James Valentino Darmawan and Tantri Sidharta, registered at JL.RS.Fatmawati No.39, Cipete Utara. PT Trutama Star is led by David Silfanus, Paulus Budiharto, and Edwin Djajadi, registered at Gandaria 8 Lt. 26 Unit B. PT Multi Tech Trans Nusantara, a subsidiary of PT TJS Niaga Utama, has only won three tenders, registered at Gandaria 8 Lt. 26 Unit D.


Tenders

The tenders won by the Silfanus network can be categorized into four main areas:

Security Equipment: Includes tactical and surveillance tools, counter-intelligence systems, anti-terror equipment (Densus 88), UAVs (drones), and communication equipment for VIP security.

IT & Communication Infrastructure: Covers network infrastructure, command centers, data centers, and video, voice, and data communication systems, including broadband and trunking.

Vehicles & Operational Equipment: Consists of operational vehicles for intelligence and tactical purposes, ambulances, R4 tactical vehicles, and other specialized transportation equipment.

Training & Simulation Equipment: Encompasses simulation and training tools, command center facilities, and virtual learning equipment supporting police training programs.

Tender titles are often vague and lack meaningful descriptions. Acronyms such as Alkom (alat komunikasi) make it difficult to understand what is being procured. For example, “Alkom Site Tranking” or “Pengadaan Paket 2 Sosial Media Intrusion” offer little clarity. “Procurement of IT equipment” could mean almost anything, while “Social Media Intelligence For Public Perception” suggests the police may be engaging in attempts to shape public opinion. These types of tenders spiked in 2021 during the Omnibus Law protests.

The largest tender observed is valued at 599 billion rupiah: Pengadaan Kendaraan Lidik Sidik Dan Olah Tkp Bareskrim Polri Pembiayaan Pinjaman Dalam Negeri (Pdn) T.A. 2021.

Possible corruption

In January 2019, Kabarriau reported on a suspected “ghost project.” The tender in question was titled Teknologi Informasi dan Komunikasi (TIK) Quick Wins Polda Riau. Daulat Purba, a representative of PT Delta Elang Abadi and the project’s supervising party, admitted that he was unaware of both the project’s value and its implementation deadline.

Grandrich Pte Ltd

Grandrich Pte Ltd is a company based in Singapore and was incorp. in 2004. This company is a leading telecommunication equipment distributor and system integrator in South East Asia, serving government and public service. However, its website and logo appear outdated and somewhat suspicious in presentation.


It is registered at 3 CHURCH STREET #20-01/06, SAMSUNG HUB, SINGAPORE (049483)

Incorporated 08 DEC 2004, has two directors: SAKE RAMAAKANTH (since 2022), NG SOO TIONG (since 2010), the secretary is CHERNICE SIM SHU LING. All are Singapore citizens.

Jonathan Silfanus’s role in the company could be circumstantial. However, a 2018 article titled “Samsung Hub level 20 sold for S$3,550 psf” reported that: BT understands the party that was recently granted an option for the floor's purchase is a Singapore-incorporated company the ultimate shareholders of which are Ryan Kristoffer Silfanus, an Indonesian citizen, and Singaporeans Tan Lu Dong and Ng Soo Tiong. 

This matches the exact address of the company Grandrich and proves a connection with the Silfanus family. Grandrich is owned with paid-up capital of SGD 800,000 by TST Magnus Private Limited, which is registered at the same address. TST Magnus, is owned by PRIME ELITE DEVELOPMENTS LIMITED valued $9.424.970 SGD registered at VISTRA CORPORATE SERVICES CENTRE, WICKHAMS CAY II, ROAD TOWN, TORTOLA, VG1110, BRITISH VIRGIN ISLANDS. Finding out the ultimate owner is impossible in this secrecy jurisdiction. However Tommy Silfanus and his wife have been mentioned in the Panama Papers, as being the shareholder with World Ties Universal Ltd.

The British Virgin Islands is a secrecy jurisdiction, making it impossible to identify the ultimate beneficial owner. However, Tommy Silfanus and his wife were mentioned in the Panama Papers as shareholders of World Ties Universal Ltd. Taken together, this structure could suggest that part of any potential markup may occur abroad. For example, an Indonesian company could overpay for shipments imported from overseas, while the foreign supplier—potentially owned by the same family—captures the excess profits.

Grandrich's revenue in 2020 reached 257 million USD.


TST Magnus

According to the parent company’s 2023 audited financial statements, which were retrieved from ACRA, it holds significant assets in Singapore. These include:

  • Real estate valued at approximately US$49 million

  • Vehicles worth approximately US$5 million

  • A yacht valued at US$6.5 million

  • Aircraft valued at US$3.5 million

  • Bonds worth approximately US$171 million

The audit provides limited detail and notes a substantial impairment loss on investments, although the breakdown is unclear.

In 2023, TST received approximately US$20 million in dividends and paid out US$21 million in dividends to its parent company in the British Virgin Islands. In 2022, it neither received nor paid any dividends.

Revenue increased significantly from US$175 million in 2022 to US$389 million in 2023. This rise presumably resulted from sales of goods related to tenders conducted through Grandrich. The reported gross profit margin ranges between 11% and 12%.



During the 2023 financial year, two subsidiaries—Grand Global Group LLC and Global Omega Land LLC, both based in Delaware—were struck off.





In 2018, a subsidiary purchased the 20th floor of Samsung Hub in Singapore for S$44 million under a 999-year lease.

In 2025, Oakwood Studios Singapore, a serviced apartment block, was acquired for S$153 million by a subsidiary of TST.

Trade data for software

Trade data obtained from an online trade subscription shows imports to Indonesia. For shipments received by the police (keyword polri), the leading seller is Grandrich, by a wide margin. The buyer/receiver is Polri but also sometimes the subsidiaries under PT TJ Silfanus. 

Despite trade data usually only displays physical goods, it has a significant amount of software projects. On 6 June 2021, 17 shipment were recorded departed from Incheon intl apt seoul and arrived at Soekarno Hatta [Airport]. The total value of the shipments were 7751216 USD, which equates to 123 billion rupiah.

Let alone the spelling mistakes, splitting up the softwares into different parts seems odd, as it could also be one software just with several capabilities.

The closest tender seems to be Pengadaan Admiralti Information System For Real Time Osint Analysis Ta. 2021, announced on 2 March 2021, with a value of 148 billion rupiah.

Other trades with million dollar values include Portable Radio APX1000, HT Motorola DMR and Motorola Handheld LEX L11 LTE, which were bought by PT Multi Tech Trans Nusantara, another TJ Silfanus subsidiary which has only won 3 tenders back in 2016-2017, but seem to a major operating entity for TJS.

Helicopter purchases

Meanwhile the biggest trades by Grandrich are helicopters, two AW189 for 26.4m USD each, and five AW169 for 13.6m USD each. Articles confirm the purchase dated to 2019, of 11 helicopters used for VIP and emergency missions. Online prices range between 15 and 27 million USD for AW189, so the price seems reasonable. Although it has not been possible to find any tenders related the purchase of these helicopters. As buyers either police or PT Atamora Tehnik Makmur (not owned by Silfanus) were mentioned.

Indo Premier Sekuritas

Indo Premier Sekuritas is the largest private securities company in Indonesia offering investments in the capital market by serving individual and corporate clients. It is owned by Ungkoro Darmosusilo and Nixon J. Silfanus. Indo Premier Investment Management, its subsidiary, manages ETFs such as the IDX30. Nixon also has some side business in construction, F&B, Real estate. Nixon doesn't seem to be involved with the tender projects and only has little to no business with his brother Tommy. But he is also mentioned in the Offshore Leaks.

Real Estate

Izzara apartment complex in South Jakarta is owned by PT Grage Trimitra Usaha, which was acquired by PT TJS in 2021, after progress halted.

It is a two-tower apartment complex near Fatmawati. As of May 2021, 130 units out of 523 are remaining to be sold.

Tjsproperty.id also lists Hampton's Park Apartment, not sure if they own it as other websites list Pikko Group as the developer.

In Sentul city (another housing development founded by Kwee Cahyadi Kumala) MARKTLANE Sentul, a new Outlet mall under PT. PANDU ARTHA GEMILANG, is a collaboration development by TJS Property and AG Network. Source

PT. TJ Silfanus is planning major investment worth 2 trillion IDR, aimed at developing a project similar to Pantai Indah Kapuk (PIK) in Manado. LThe land has been reclaimed around 2020-2022, but the project has faced significant delays. Construction seems to have not started yet.

In 2022, Seputarsulut reported that President Jokowi Instructed the Local Government to "facilitate" and not put any obstacle to PT. TJ Silfanus Investment Activities.
