Between 2014 and 2024, a web of companies linked to PT TJ Silfanus captured hundreds of contracts from the Indonesian National Police (POLRI), totaling billions of rupiah. While Indonesia’s Electronic Procurement System (LPSE) was designed to increase transparency, efficiency, and competition in public procurement, these contracts reveal persistent loopholes that favor connected families, and rigged tenders. The Indonesian Corruption Watch (ICW) concluded that the police lack clear priorities and direction in carrying out their duties according to the Police Law. POLRI can be seen as failing to implement internal reforms to become more transparent, accountable, and incorruptible.
